Fix MCP registry publication and release v0.1.1

Summary

• tolerate the organization package API limitation after pushing to GHCR
• require an anonymous manifest fetch before publishing Registry metadata
• bump the MCP server package metadata to 0.1.1

Verification

• 19 MCP unit and metadata tests pass
• server.json validates against the official MCP Registry schema
• workflow YAML parses successfully
• git diff --check passes

The v0.1.0 image was published publicly, but the release job stopped when its repository-scoped token received a 404 from the organization package API. The anonymous pull check keeps publication fail-closed without relying on that API permission.
