Fixes #123
Added functionality to specify bar position (top or bottom) and top padding

Can be referenced in the config as:

[experimental.foreground] # settings for menu bar
displayed = true
position = "top" # Can be either "top" or "bottom"
top-padding = 5  # Padding from the top
