Adds a heavily wordcrafted form for performance improvements based on the text in the backing issue. It's reworded a bit to indicate that you can suggest improvements without the validations because sometimes things come up that are actually fairly straightforward, such as Node.js adding in built-in APIs that supersede an existing dependency. But it makes sure to say we won't accept changes without the requested validations.
