@larsoner @drammock I think we have the tests ubuntu-20.04 / old / 3.9 and ubuntu-latest / minimal / 3.9 set in the branch protection rule, but those tests don't exist anymore since 3.9 was dropped.

Once removed, this PR can be merged without re-running CIs and upstream/main can be merged in #12792 which should hopefully comeback green and be ready for review.
