I want to develop a game similar to Paradox and I want to use the tool as a scenario map tool, the game engine is potentially intended to be UE or unity so is this feasible?

This tool is intended to operate on games that use the standard Paradox "Clausewitz" file structure. The engine itself is irrelevant - if the files are the same, it will work.
