Fix transient failures due to typer dependency

Jobs keep failing because of some error in the typer dependency. The errors seem transient, re-running the jobs is usually successful.

Summary of issues:

Bad env in GitHub

• At some point, the github modelbench virtualenv became corrupted, probably because a run was cancelled as the typer dependency was being installed.
• GitHub sometimes runs the action on the VM with the bad virtualenv.
• While we do run poetry cache clear --no-interaction --all ., that doesn't actually clear the virtualenv, it only deletes the wheels.
• When we install, it doesn't seem to overwrite the typer/main.py file. I'm not 100% sure why, as I do see messages indicating it's overwriting other files like: Installing /home/runner/.cache/pypoetry/virtualenvs/modelbench-FwgQgFby-py3.12/lib/python3.12/site-packages/typer/init.py over existing file

Freezegun

• In the specific test that intermittently fails, we use freezetime from freezegun. The way freezegun works is that it reloads imported packages, but it grabs their attributes.
• Some of huggingface_hub's attributes are lazily loaded, and the reload caused typer to be imported.
• Also, the test freezes time to "2020-01-01" but it doesn't seem like the context manager exits correctly. We seem to be getting (2020-01-01 - 1970-01-01 = 18261 days)

Fixes

• Delete the offensive cache. I can't find an obvious way to do this in GitHub. Maybe someone knows better though?
• Tell freezegun to skip lazily loading huggingface_hub. I'm pretty sure this will work. Requires adding this in the test file: freezegun.configure(extend_ignore_list=["huggingface_hub"]).

Ultimately had to do with typer (via together) and typer-slim (via huggingface_hub) being locked to different versions and clobbering each other.
