Air conditioner vacillates on and off at the margins of the goal temp window

I should be doing something smarter with the thermostat mode in ac_ping.py. Right now, the air conditioner turns on and off rapidly when it gets to the edge of the allowable temperature range. Instead of just having a temperature range based system, it would be good to prevent the air conditioner from going on or off for at least a few minutes after it's made a change.

How much measurement noise is there? I'm wondering if the problem is if the temperature passes through your 2 degree range too quickly, or if spikes in the measured temperature are causing the problem.
