Create threadpool singleton

Create an optional singleton to can be synchronized between multiple project to use has a unify mode and tick.

1. Create a singleton
2. Unify the singleton mode and tick
3. Create a globe list to host what each project would like
4. Add to threadmode to constexpr function to print the mode
5. Add constexpr functions in Threadpool to get mode, the tick and and it if is active.
