Update Navigator to use x-mitre-tactic and x-mitre-matrix Objects#63

Currently the Navigator is creating the matrices in the UI by populating tactics/matrices from the tacticsData.json file. Now that there are x-mitre-tactic and x-mitre-matrix objects in the STIX, the matrices should be generated from these objects instead.
