elastic_ip option not documented

Is this elastic_ip option documented somewhere besides issues or pull requests threads (which are not very clear. I am still not sure how to use it.)?

It's basically just used as a boolean (if you want an elastic ip created for you on VM creation). If it's defined (with any value) I think it will be true.

That's what I ended up doing, but took me a while to figure it out. If someone who understands the implementation details better could put it in the documentation, would be great.
