Improvement: Added side and align props to tooltip component

1. tooltip.tsx - Added side and align props, passed to base-ui Positioner
2. tooltip.stories.tsx - Added OnDifferentSides and WithDifferentAlignments stories, made the stories centered layout.
3. Exported TooltipSide and TooltipAlign types for consumers
