Bump Go versions (#1768)

* Bump Go versions

Deprecate Go 1.17.x and add Go 1.20.x

This is may also fix the issues with staticcheck.

* Upgrade from deprecrated codeQL as well

* Staticcheck doesn't work on Go 1.18 :/
