optim some infer yaml, readme and parallel

Motivation

1. 优化一些yaml文件，例如RecCTCLabelDecode、CTCLabelDecode和DistillationCTCLabelDecode，都对应RecCTCLabelDecode，之前注册了3对1的映射，随着预/后处理数量的增多，导致注册比较混乱，现在删除冗余的注册，统一改成RecCTCLabelDecode
2. 补充Rare后处理所需的RecAttnLabelDecode的注册
3. 修复PSE的参考链接
4. 优化pipeline中的计时、减少启动和终止时间的统计，并减少空载轮询
5. 抛异常时增加异常信号，及时终止程序运行
