[Pipeline Issue]: The validation pipeline failed in the "Installation Validation" step due to the "Terminating context: 0x80004004" error

Recently, many validation runs encountered the same error "Terminating context: 0x80004004" at the end of installation, resulting in Validation-Installation-Error. Affected pull requests include:

• New version: BrinkSoftware.IbisCalculerenVoorBouw version 3.1.78.0 #322182
• Update: PostgreSQL.PostgreSQL.15 version 15.15-2 - Hash Correction #322861

The installers don't initiate the reboot, so it is unlikely that WinGet was terminated due to a reboot. My guess is that WinGet was terminated because it was being updated by other means (e.g., Microsoft Store background update).
