[Update Request]: Dolphin Emulator is very outdated

Please describe the changes you would like to see

The latest stable release of dolphin (https://dolphin-emu.org/download/) is nearly 7 years old by now. New releases come as a 7z file containing a PE and config files, and come out around every other month. Newer versions of dolphin (newer than the one winget is using) contain an auto-updater also.

Looks like an issue with the label; Acctualy requires

• Support installing other archive formats winget-cli#2899

Unfortunately there are a couple issues with implementing more-current Dolphin releases.

• Dolphin does not seem to include an installer package option (msi or exe) with their new releases
• While winget supports zip archive installations, it doesn't currently support 7z
• Even if winget did support 7z to accommodate a portable install, it's properly set up a portable installations that use dynamically-linked libraries (DLLs) due to it's use of symlinks
  • Handle DLLs for Symlinked executables winget-cli#2711

Our best bet is to hope for the Dolphin team to include installers in their future releases.
