How to launch .appinstaller using Appinstaller.exe from command line?

some of my users encountered this issue, not me.

after manually installed DesktopAppInstaller, one of my user installed .appinstaller successfully.

So is DesktopAppInstaller necessary?
DesktopAppInstaller VS Add-AppxPackage command?
