Create a design toolkit for extension authors

This issue is to track the work of creating a design toolkit for extension authors to use for designing extensions. We already open sourced the VS Code Icons and we are looking to open source this toolkit as well.

We'll be using Figma as our design tool since our team already uses it and it allows for team libraries to be synced across various files. Below is a to-do list that covers what will be in this toolkit:
