Recommended Extensions are not updated if already open

Repro

1. Open a repository with workspace recommendations that do not include python
2. Click show recommendations in the notification that appears
3. Create a new python file in the workspace and open it
4. Click show recommendations in the notification that appears

🐛 => The extension viewlet is shown but the python extension is not added to the recommendations list.
