Open in Command Prompt doesn't open cwd when using cmder

Steps to Reproduce:

1. Install cmder
2. Set externalTerminal.windowsExec as cmder.exe path
3. Right click on explorer folder and select Open in Command Prompt, notice the user dir is opened, not the selected folder.

Not sure why Cmder doesn't like the cwd, it works when I run Cmder.exe /start <dir> via cmd.exe though.

It seems to work with these changes in Cmder:

1. Remove cd /d %CMDER_START% command from cmder\vendor\init.bat: https://github.com/cmderdev/cmder/blob/master/vendor/init.bat#L162
2. Use %CD% as the dir in the {cmd::Cmder} task:
   cmd /k "%ConEmuDir%\..\init.bat" -new_console:d:%CD%

Haven't figured out how to open multiple vscode terminals inside a single Cmder window.
