"Downloading update..." should show actual progress to download the update #277330
Description
When a VS Code update is available, we see a "Downloading update..." greyed out text when you click the settings icon.
We should show download progress, so "Downloading update (30s remaining)..." if we can determine a reasonable estimate of download time remaining based on download progress so far + bandwidth.
