Revisit terminal tool running background terminals UX

• Some of the problems
  • Lots of background terminals get created
  • Cwd differs between terminals and confuses the agent
  • Cannot await for background terminals
  • Background status is fixed
  • Should almost all terminals run in background and allow the agent to await their status?
  • Foreground terminals that are actually never ending right now must be killed by user to manually stop waiting
