Investigate tool re-routing and using the terminal tool a an entry point to sub-tools

We should have a general mechanism for re-routing requests to more "native" tools. For example a simple mkdir call should prefer the CreateDirectoryTool.

Need to come up with a basic prototype of this idea focusing on cat <file> redirecting to the tool that reads files. It should be well tested.
