Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.91.1
• OS Version: Android version 14
• Chrome Version: 126.0.6478.186

Steps to Reproduce:

1. Open any web version of VS Code (vscode.dev or codespaces) in an Android Chrome web browser. (I can also reproduce it in Firefox!)
2. Trigger the virtual keyboard to appear. Opening a text file would do it. Focusing the search input field does it too.
3. Try to open a menu via the hamburger button on the top left or the ellipsis button on the top right. The menu will briefly appear and the keyboard will lower, then immediately the menu will disappear again and the keyboard will raise again.
