Testing #161846

  1. Kill a process listening on a conflicting port
  2. Notice you get a notification that persists until you choose to close it

Since terminal prompts often live right on the bottom of the window, this can be particularly annoying as it can get in the way of the prompt, which then requires a click

I'm not sure the best fix for this, I think some indicator of success is useful but I don't think the loudness of a notification is appropriate
