Support metered connections

[kostrse]

VS Code, as any Windows application, should respect system-wide settings of metered connections.
It's bad experience for people who are on the go and connected via mobile internet.

Proposed behavior:

1. VS Code doesn't attempt to update itself or extensions when on metered connection.
2. When user manually clicks to update, it should display popup dialog with confirmation to start update.
3. (optionally) Expose API to extensions.
