@microsoft/api-extractorpackage to latest stable version.Also adds a
tsdoc.jsonfile to resolve api-extrator warnings by adding definitions for custom tags that FAST Foundation uses. The file is copied directly from FAST Foundation:https://github.com/microsoft/fast/blob/master/packages/web-components/fast-foundation/tsdoc.json
