[wsl] localize all strings

The next version of Remote - WSL will have a couple of translated strings with Remote WSL taking advantage of our localization pipeline 🎉 

However, it's currently only translating a couple strings (I chose a few to get it started). This issue tracks localizing more strings all over the product.

I'll defer to @aeschli to determine the steps to complete this issue.
