Run test discovery by module/file instead of root project

For issues like this: pytest-dev/pytest#11275, it may be the case that performing pytest test discovery per module may lead to successful discovery whereas running it from the root project folder causes it to fail.
It seems to be particularly more common for mono repo scenarios
