Python & Conda Envs are not refreshing #1261

Type: Bug
VSCode is not able to refresh conda environments, virtual environments, or global python interpreters. It's preventing me from selecting an existing python environment (I have verified they are correctly configured) and it is preventing me from using the command palette to create a new environment. This was all working for months and a few weeks ago it just stopped.
