Create Issue

1. Install the latest pre-release version of GitHub Pull Requests
2. Open a folder which contains a clone of a GitHub repo. This repo should have multiple PR templates.
3. Make sure "githubPullRequests.pullRequestDescription": "template" is set
4. Run the command "GitHub Pull Requests: Create Pull Request"
5. Verify that next to the "Description" in the "create" view, there's a button to change the template.
6. Change the template. Verify that the new template is swapped in.
