Issues loading forever in folder with git not initialized

Testing #2581 with a folder open that does not have git initialized:

The pull requests view correctly displays a "No git repositories found" message, but the issues view still displays "Loading..."

Looks like both viewlets are stuck on "Loading..." now.
Also, though the menu identifier warning shows up, I noticed it's as-designed so that's not an issue here.
