My setup:

• authenticated with GitHub
• working on my forked origin (issues disabled)
• properly configured upstream
• no Python (not ignored in settings)

I can repro, thank you for all the details and for the recording. Looks like it's related to files that haven't yet been committed, as I can only repro in such files.
