Shortcut for creating virtual environment with ipykernel preinstall for default Python interpreter on macOS/Linux

1. If user doesn't have a conda or venv environment in active workspace, then ensure create new environment is the suggested and selected item in kernel picker
2. If ipykernel is not installed and we display error in output, then ensure we have a link to create new environment that also installs ipykernel.
