This should allow more flexible options for application developers to set environment variables, like multiline support.

@connor4312 thanks for the review. Can you advise me how to test locally? I ran npm test but I'm new to VS Code Plugin development and I dont know how to use the "build" locally.

also -- test failure is something I screwed up in main, it's fixed now
