The language service doesn't restart in a good state after a crash

After cpptools crashes. I'm seeing it try to send messages using the client before the client has started and send messages to the old client. Hover fails to work and it says there are multiple formatters and the Help->Toggle Developer Tools shows a lot of "Client is not running" errors. I thought this used to work better.
