This change addresses item #4464
The following changes are proposed:
Cleanup how the standard args are handled to avoid confusing developers.
Add input handling for converting c++23/26 to c++20 (the latest version supported with v5).
Update vscode-cpptools to 7.1.1, which has some minor improvements (less files).
