I just follow bugbash, Use “Import TypeSpec from OpenAPI3” to import TypeSpec from the OpenAPI3 spec generated.

No, there is no prompt to let me select install locally or globally.

We will prompt to confirm before installing anything on the machine. I guess it may be because you already have "@typespec/openapi3" install globally before on the machine (you will need it if you tried to convert swagger to typespec before). then we will try to use it directly. could you help to double confirm? thanks.

Yes, after removing global package, oas3 emitter can be installed in target folder
