Finalize operation fails, unable to find symlink in /dev/disk/by-path

Trident stage succeeds for a cosi image, but finalize operation fails with this error:

    Context:
        0: Failed to finalize update at src/lib.rs:652
        1: Failed to execute 'update' command at src/main.rs:196
 
 
    Caused by:
        0: Failed to get by-path symlink for disk
        1: Failed to find symlink for '/dev/sdb' in directory '/dev/disk/by-path'

Potential issue with how symlinks are creating in Azure VM when multiple disks are attached to the VM.
