Enable the Hybrid CRT for all C++ projects (#15010)

The less we need the C++ runtime, the better.

I measured this as growing our package by a fair amount...
but less than the size of XamlHost and all the forwarders combined.

Reducing our dependency surface makes us easier to deploy and more
reliable.
