.Net: MongoDB Test Container start-up is not reliable

Describe the bug
The MongoDB test container does not reliably become available.

To Reproduce
Steps to reproduce the behavior:

1. Enable the MongoDB Compliance Tests in test/VectorData/MongoDB.ConformanceTests/AssemblyInfo.cs
2. Run the tests a few times
3. They will fail with an error about container not being available

The actual underlying issue is in TestContainers.NET and I will fix upstream but have a temporary fix coming here to solve the problem in the mean time.
