.Net: (POC) Implement Local Runtime for Processes

This POC corresponds with the one actioned for Python: #10088

The Python POC can be viewed here: moonbox3#2

The goal with the .NET POC is:

• Validate parallel approach for .NET
• Identify any inconsistencies for .NET runtime
• Identify possible enhancements or improvements
• Bootstrap experience with patterns to be applied to the Agent Framework

Create the POC and delivered results in late Feburary. Ben is moving forward with the full-update based on our learnings with the POC.
