Update the @rnx-kit/metro-config package to integrate with the cache implementation from #1284. This does two things -- adds distributed caching, and tracks hits/misses using a telemetry server.

Update CI. Official builds read/write to the remote cache. PRs and dev builds read from it.

Force a cache-write, and then verify that cache reads work from local dev machine.
