Create C++ native module sample in Samples Repo #3637

Follow the steps in NativeModulesSetup.md to create a new C++ native module project and upload it to the Sample Repo.
Broken out from #3623. Be sure to clarify in the readme that you shouldn't copy past the sample and start your project there, as you'll end up project guid conflicts. When also building other native modules.
