Agentic use of extension tools restricted to open files

When prompting a VSCode agent to show things using the QDK extension it is only able to do so if the file containing the content is already open in an editor. If the file is not open, the usage fails.

Example: asking to show the circuit of a Q# program, written in a file that is in the workspace but not open in an editor.
