Find all implementations only works inside of a workspace

But I've got an idea what's wrong - it seems it breaks when file is outside the current workspace. Using go to implementations / find all works when file is inside workspace folder.

I can repro it if I open a file outside of the workspace.

I see, I can repro now. Should be a bug in type hierarchy provider.

Possibly related issue with the subtypes - #5403 (comment)
Subtypes are also showing only for files from the workspace.

If someone will try to repro, make sure to use a bit different names for classes in inside/outside workspace test scrpts.

Notice that there is another issue that it's confusing symbols outside workspace with symbols inside workspace and therefore it may seem to work. Selecting subtypes for Base outside of the workspace actually showing symbols inside workspace and if you click Derived it redirects to the file inside of it, which is just a symbol with a matching name.
