Summary of the Pull Request
This PR include fixes needed for the 5.3 release.
This PR includes a change in the bicep file. For the upgrade from 5.2 to 5.3 we need to manually delete the python function app. This causes a name clash when redeploying (so it's important that the manual update process is carefully followed).
