Cleanup our usage of log tags in the service #3389

The implementation of tags in the service can cause some confusion when reading the traces in appinsight.
The main issue is fixed in #3388 but we should also clean up the way the tags are currently used.
Most of the usage assume a scoped life time of the tag so we should create a scope every time we add tags to the logger
