Support ARM64 fuzzing #3033
Description
This is a longer-term goal:
- Ensure agent builds and unit tests pass: Basic Linux ARM64 build #3030
- Enable deployment of ARM64 pools & scalesets;
pools might need a notion of architecture as well as OS - Ensure that coverage actually works
- Package ARM64-specific binaries and scripts
- Add ARM64 integration tests
It would be good to address #1955 as part of this work.
