Getting multiple errors in Windows Event Viewer:

This same error repeats every 1 to 8 seconds or so. Sometimes there are period of time 15 minutes to 30 minutes when the errors don't happen.
IIS logs have been checked for 400/500 errors. PHP logs checked for errors too.
The server is running normally with no evidence of any bottlenecks.

The errors should not be happening
