Describe the bug

If you resize the window to make the width small enough for the title in the TitleBar control to hide then click away from the window to lose focus, the title will show up again.

Steps to reproduce the bug

1. Add a TitleBar to your window/page;
2. Add some content in the content property to make it easier to repro;
3. Run. Resize the window until the title disappear, then click away from the window.

Expected behavior

For the title to stay hidden
